
Elena Gasol
Global Lead Digital Regulations, World BankElena Gasol is a Spanish lawyer and the Global Lead for Digital Regulations at the World Bank, where she spearheads the Bank’s global consumer protection agenda. Elena is the author of the GRIDMAP toolkit, a pioneering resource for strengthening consumer protection frameworks, and led the team that launched the joint ICPEN–World Bank Consumer Protection Awards, which recently celebrated their second edition. Her work also covers online supplier protection, data protection, and cross-border data flows.
Since joining the World Bank in 2006, Elena has held several key positions, including with the World Bank Data Privacy Office as Head of Privacy Policy Guidance, the Digital Development Group, and the Investment Finance Corporation, focusing on investment climate issues. She has worked across a diverse range of countries and regions, including the Philippines, Palau, Peru, Kenya, Senegal, Armenia and Mexico.
Prior to her World Bank career, Elena served as Legal Advisor for International Consumer Protection at the US Federal Trade Commission, addressing consumer protection issues including in e-commerce, privacy, and information security. She also worked at the European Commission (DG Infso) in Brussels and at Wilmer Cutler and Pickering’s Brussels office. Elena is a member of both the Salamanca and New York Bars and taught comparative privacy law at Georgetown University Law Center for several years. She holds a Master’s in European Law from the College of Europe (Bruges) and an LL.M. from Georgetown.
