Mirta Kapural

President of the Competition Council, Croatian Competition Agency

Mirta Kapural, PhD, is the President of the Competition Council at the Croatian Competition Agency, appointed by the Croatian Parliament on 1 October 2021 after serving as a Council member since 2019. She has been with the Agency since 2004, holding roles from case handler to Head of Section for market services, Deputy Head of International Cooperation, and leading Croatia’s engagement with the European Commission, EU competition authorities (ECN), ICN, OECD, and other international bodies.

Dr. Kapural has chaired multiple legislative working groups, including the transposition of EU Directive 2019/1 (ECN+) into national law and the Law on Damages Claims for breaches of competition law (EU Directive 2014/104). She has served as an expert in numerous EU-funded projects in Cyprus, Kosovo, and other regions, and represented Croatia in the negotiations of the ECN+ Directive.

A recognized lecturer and author, she regularly teaches EU and national competition law to civil servants and at international conferences, and has published extensively in the field. She earned her law degree from the University of Zagreb, a Master’s in Contemporary European Studies from the University of Sussex, and a PhD in Competition and Company Law from the University of Zagreb.

Fluent in English, German, Spanish, French, and Portuguese, her professional interests span competition law, company law, EU law, and international relations.
