Ph.D in Economics; Master of International Relations and Economic Policy Management at SIPA, Columbia University, New York. Since 2019 the Chairman of the Insurance State Supervision Service of Georgia.

He was MP in 1995-1998 and Chairman of the Committee on Economic Policy and Reforms. Later in 1998-2000 he became Finance Minister of Georgia, member of National Security Council. In 2004 -2005 was General Director/CEO of the biggest state company “Georgian Railways”. 2006 -2010; 2017-2018 worked in private sector. In 2012-2015 MP and a Chairman of the Budget and Finance Committee of the Parliament of Georgia.

During his career also worked with the World Bank, IMF. He was visiting Professor of Economics and taught courses on transition economies, at Vanderbilt University, Nashville, Tennessee, USA, in 2004 and 2012.
