In 2015, he received a bachelor's degree in economics from Kırıkkale University, and in 2019, he earned a master's degree in macroeconomic policy from the same university. Since 2019, he has been a PhD student at Bursa Uludağ University and is expected to be awarded his PhD degree soon. In 2018, he studied at WSB University in Poznań, Poland.

Between 2020 and 2022, he worked at Lankaran State University, Azerbaijan State University of Economics, and the Academy of the State Customs Committee. From 2022 to 2023, he served as a senior advisor and deputy head of the department at the State Service for Anti-Monopoly and Consumer Market Control under the Ministry of Economy. Since July 2024, he has held the position of Head of the Department of State Control of Natural Monopolies within the same service. He is also an academician at the Azerbaijan State University of Economics.
